Unable To See Delete Button For Drafts Status On Payment Request Screen (Doc ID 2857556.1)

On RMB v2., DELETE button is not shown on Payment Request UI.

Unable to see Delete button for Drafts status on Payment Request screen for users who did not create the record. Delete button is only enabled for the user who has created the payment request.
We expect that all users should be able to see delete button in this UI regardless who created the Payment Request.

1. Load Group, Pricing & Subscriber and have a completed Bill
2. Add Payment Request from any user
3. Verify the created Payment request using another user's login access into RMB (For e.g., PUR02)
4. Unable to see the Delete button under Record Actions zone.
