Call Does Not Use Units From The Next Balance On Cascade

Symptoms
In Oracle Communications Network Charging and Control in version 12.0.3.0.0,
Customer uses units from bundle time bucket which goes negative while it has enough cash in other balance in cascade. A balance type used in a cascade which has a $0/min charge, can go negative and the balance does not stop being consumed when it reaches 0.
Balance should not be able to go negative and go to the next balance in cascade which has enough cash.
Reproduction steps:
1. create subscriber
2. activate bundle (recurring with free minutes)
3. reduce bundle balance to 180 s
4. keep enough balance in General Cash
5. perform call which takes 240s using slpit.
