"Convert To Non Outage" Action Changes the Event to Wrong Work Queue When 'recalcTroublequeueOnClueUpdate' Rule is Set to 'No' (Doc ID 2857650.1)

The system seems to always recalculate the trouble queue even when 'recalcTroublequeueOnClueUpdate' is set to 'No'.

The work queue should not change when an outage is changed to a non-outage

The issue can be reproduced at will with the following steps:
1. Set 'recalcTroublequeueOnClueUpdate' to 'no'.
2. Setup default trouble queue for Power On trouble code in CALL_QUALITY table.
3. Submit a call to create an outage.
4. Assign the created outage to a work queue different from the default trouble queue used on step 2.
5. Select the outage and use Confirm to Non-Outage action in Work Agenda.

Expected result: The outage event becomes non-outage. Work queue remains unchanged.
