After Adding a 'Closed' Asset to A Damage Report, Transitioning the Report to Assessed Results in New Non-Outage Getting Created (Doc ID 2858554.1)

Symptoms

On : 2.4.0.1.0 version, NMS Infrastructure

If you add an asset to a Damage Report and set the asset's status to Closed, as soon as you transition the Damage Report to Assessed, the system creates a new non-outage.

No new non-outages should be getting created in these circumstances


The issue can be reproduced at will with the following steps: NA
In Web Workspace
o Create an RO
o Open Event Details for the RO and click the Damage Assessments tab
o Create a new Damage Assessment (DA)
o Enter the crew and add an asset
o Choose status=Closed and press OK
o Save the DA
o Press the Assessed toolbar button to transition the DA
  Previously: The "Closed" asset was splitting into a new non-outage
  Expected: Now, the DA should remain on the RO. There should be no new non-outage
o Close the event
