Cycle Plan Activity - Scheduled Valuation - Error And Multiple Activities Spawned (Doc ID 2858558.1)

Symptoms

On : 11.0.2.35 version, Cycle Scheduled Valuation

ACTUAL BEHAVIOR
---------------
Currently runs about 26 Scheduled Valuation Activities as part of POSTPLAN step of Cycle.
There is an error that occurs when the CycleClient\Cycle.properties\cycle.groupSize values is set to a value < that count (26).
The system fails to process Scheduled Valuation and spawns many Activities on 1 plan for the next day.

The problem appears to be related to the query that is built to get the Plan Activities.
The query does not seem to be using the Plan GUID and is retrieving too many Activities.
The query should be modified to use the PlanGUID to limit the number of rows returned from the query.

POSTPLAN Scheduled Valuation not working as expected.
When the CycleClient\Cycle.properties\cycle.groupSize is < the count of ScheduledValuation Activities, the system incorrectly tries to value the same plan many times and spawns multiple activities for the next business day.

The customer would like to set the CycleClient\Cycle.properties\cycle.groupSize value to 1 or 5 to get better performance during cycle process.
Because of the error, this is not an option.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Using an existing database backup of OIPA_PAS, use the attached script to remove all Scheduled Valuation entries.
2. Use the attached script to insert the activities.
3. Set the CycleClient\Cycle.properties\cycle.groupSize = 5.
4. Run the POSTPLAN step of Cycle.
5. Observe the incorrect number of spawns on 1 Plan.
