Why is there one hour difference between the scheduled event time and the time when the custom PX event starts?

The issue can be reproduced at will with the following steps:
1. Setup custom Event PX
2. Setup Scheduled Event
    Frequency: Once a day Starting at: 6:00:00 PM, On Monday, Tuesday, Wednesday, Thursday, Friday, Saturday

3. From Event Monitor, find the event program executes 1 hour later than Start Time setting specified in Frequency.
