Symptoms
On: 2.9.0.0.0 version,
Pricing Tier Add/Edit Option missing in UI.
When user attempt to edit or create new price assignments, the fields are grayed out and user cannot make the updates needed.
STEPS:

1. Create person, account & contract;
2. Do effective pricing on account and person with single and multiple rate components.
3. Go to effective pricing through account and person.
4. Try to edit/add the rate component in the Price Assignment Tree.
