ASCP Planning Data Pull Runtimes Increase After RDBMS Upgrade to 19c or 12c (Doc ID 2859518.1)

Symptoms

After upgrading RDBMS to 19c, we found that run times for Planning Data Pull are longer than before the upgrade and appear to be increasing over time.

Steps:
--------------
Run standard custom request set scheduled to run Planning Data Collections for our different regions around the world.
To launch manually - ASCP (R) / Collections / Oracle systems / Standard Data Collections

OR

The following error may be given:

Timeout error.

22-NOV 13:04:09 : lv_dependant_check : 0
22-NOV 16:01:17 : Timeout error.
22-NOV 16:01:17 : User-Defined Exception

Changes

 RDBMS upgrade for 12c to 19c

OR

RDBMS upgrade to 12c
