SCADA Summary Display Is Empty

Goal
Upgrading to 2.4.0.1.13 , the SCADA Summary display is empty but viewer still work
Verified that the IccpAdapter is still getting readings in and when and the measurements are shown on the viewer, they do indeed display and change as the readings in the field change.
WebLogic server that is hosting the cesejb.ear is throwing the following messages:
