Multi-Processing in Inbound Web Service (IWS)

Customer are required to perform a bulk transactions(Read transaction) of up to 500 Accounts in single IWS hit.
What is the best way to handle bulk transactions in single IWS hit ?
Note : This needs to be a Synchronous sevice. Hence Batch program will not be a feasible solution.
