Usage items should get picked for taxation.

STEPS
-----------------------
The issue can be reproduced with the following steps:

 - Create a new flat tax VAT15 to tax 15% flat in tax code map file.
 - Create a usage Charge Offer in Pricing Design Center (PDC) with billing time tax ( VAT 15 ).
 - Process a usage in Elastic Charging Engine (ECE).
 - Load the rated Call Detail Record (CDR) via pin_rel.
 - Bill the customer.
 - cycle_tax event has not picked the usage item to be taxed.
