When Using P6 Web Services to Update Feedback on an Activity the Error "DBngine.prepareStatement: Connection object is null" Occurs (Doc ID 2859924.1)

Symptoms

When attempting to use the UpdateActivity operation on the ActivityService, the Feedback field can not be updated and the following error occurs.

DBngine.prepareStatement: Connection object is null


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create an UpdateActivity request against an activity with no existing Feedback. The error will occur.
      <v1:UpdateActivities>
         <v1:Activity>
            <v1:Feedback>Test Update</v1:Feedback>
            <v1:ObjectId>113630</v1:ObjectId>
            <v1:PlannedDuration>40</v1:PlannedDuration>
            <v1:ProjectObjectId>4985</v1:ProjectObjectId>
         </v1:Activity>
      </v1:UpdateActivities>

2.  In P6 add Feedback to the activity and then try the request again. This time it will succeed.
3.  CreateActivity also successfully adds new Feedback. The following test will succeed.
      <v1:CreateActivities>
         <v1:Activity>
            <v1:Feedback>Test</v1:Feedback>
            <v1:PlannedDuration>40</v1:PlannedDuration>
            <v1:ProjectObjectId>4985</v1:ProjectObjectId>
         </v1:Activity>
      </v1:CreateActivities>
