Power Flow Ignores "Per Phase" SCADA Voltage Measurements (Doc ID 2860613.1)

Symptoms

On : 2.5.0.1.0 version, NMS Infrastructure

The Power flow engine is not utilizing the per phase scada voltage measurements present on the Substation transformers and still regulating voltages through a ganged set point for all three phases. If the scada voltage measurements are present on the Bus PT downstream of Sub LTC, they are used and voltages are trued up.

Per-Phase SCADA voltages should always be used if present.
