Mail Forwarding Not Working On Messaging Server (Doc ID 2860778.1)

Symptoms

The Messaging Server was upgraded from 8.0.2.2.20180531 to 8.1.0.16.20220118. There are some accounts that forward their email to another local account (same domain name and same back end store), but the forward doesn't work for everyone.
