Symptoms
FLISR not using tie switches
When testing migration to 2.5.0.1 branch, notice that the FLISR scenarios working previously are ignoring tie switches that were utilized under prior to 2.5.0.1 release. FLISR is being triggered but the FLISR report notes that for isolation switches "no suitable restoration switches found" or similar
