Non-English Characters Are Garbled When Viewing The Attached Text in UTF-8

Symptoms
In the case form > Additional Information tab, the text file is uploaded in the "Notes and Attachment" section.
The text file is encoded with UTF-8 format and it contains non-English character (i.e. Chinese Simplified characters).
When viewing the text by clicking the text icon, the contents of this text displays in the next tab on MS Edge.
However, all the non-English characters are garbled.
Note that this issue does not occur if the text is encoding the other format.
For example, the file is saved in Chinese Simplified encoding format because this file contains Chinese Simplified characters.
If the file in Chinese Simplified encoding is uploaded instead of UFT-8, Chinese Simplified characters are displayed properly in the next tab on MS Edge.
