On : 12.2.4.1 version

'Memory Based Planner 64-bit Linux' and 'Loader Worker With Direct Load Option' fail.

Record 62871: Rejected - Error on table "MSC"."MSC_EXCEPTION_DETAILS#", column DATE2.
ORA-01861: literal does not match format string

The issue can be reproduced at will with the following steps:
1. NAV: Advanced Supply Chain Planner / Supply Chain Plan / Names

2. Choose plan and Launch.
