Demantra "war" File Deployment Is Not Getting Succesfull (Doc ID 2862135.1)

Symptoms

On : 12.2.6.3 version, Technical, Non production instance

When attempting to deploy "war" file on new build of Demantra 12.2.6.3, file deployment is not getting ACTIVE after installation and patching.
Status changes to "Start Running" and never changes to "ACTIVE". It will go back to "PREPARED" status after 30-40 minutes.
the following message occurs in the log

Module demantra.war of application demantra successfully transitioned from STATE_PREPARED to STATE_ADMIN on server demantra


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. New build of Demantra 12.2.6.3 installed
2. Applied Generic patches
3. deployed "war" file
4. Status changes to "Start Running" and never changes to "ACTIVE"
5. Adminserver log has message from STATE_PREPARED to STATE_ADMIN on server demantra
