Symptoms
Running MSCCRPAR: Create APS Partitions throws this error:

ORACLE error 2149 in FDPSTP
Cause: FDPSTP failed due to ORA-02149: Specified partition does not exist

ORA-06512: at "APPS.MSC_MANAGE_PLAN_PARTITIONS", line 399
ORA-14501: object is not partitioned

STEPS

The issue can be reproduced at will with the following steps:
1. Responsibility: Advanced Supply Chain Planner
2. Navigation: Other > Requests > Submit a New Request
3. From the list of values, select Create APS Partitions program
4. Enter the following parameters:
- Plan partition count = 1
- Instance partition count = 0
5. Select OK
6. Select Submit
