A Combined Multiplier/ Installation Constant does not get applied to a start read during DST time.
Anytime during DST time, Install Event has an Installation Constant different than 1 and a new start read comes in, the date/time of the initial read goes back an hour which causes the Installation Constant to do not get applied . In the database we have the initial read date/time an hour earlier.
