Actuals Import and Export as One Time But Display in P6 as a Different Time

ACTUAL BEHAVIOR

Actuals import and export as one time but display in P6 as different time
The timestamp is showing as 7:59am and 4:59pm but was imported in and exports back out as 8:00am and 5:00pm.
EXPECTED BEHAVIOR

Actuals should import with the correct Timestamp
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
- Excel Export is created from an empty P6 project template in which to be imported.
- An excel export of MS Project data is created of a project to be moved to P6.
- The codes and fields we want to import from the project file are normalized.
- The wanted data is added to the excel file to be imported, removing any unneeded columns (This is where the date formatting would occur)
- Save the file and import
- After Import the Timestamp on the Actuals in P6 showed as 7:59am and 4:59pm even though the Timestamp in the imported spreadsheet says 8:00am and 5:00pm
