No Tax Applied on Event Adjustment for Usage Type Event (Doc ID 2863913.1)

ACTUAL BEHAVIOR
---------------
While performing event level adjustment on a custom usage event, which has been rated by pipeline, the tax amount is not calculated.
The custom usage event /event/delayed/session/evoucher was configured in config_adjustments_events_t and the event adjustment (/event/billing/adjustment/event) was added in config_ar_taxes_t.

EXPECTED BEHAVIOR

It is expected that the tax amount should be calculated correctly in the above scenario.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Perform usage rating
2. Check that the usage event is rated and has Tax impacts
3. Bill account
4. Perform event level adjustment (including Tax) on the above rated usage events. Below is a sample input flist:
