Apply Actuals Window Does Not Appear or Appears With Only Headers But No Projects in P6 Web (Doc ID 2864466.1)

ACTUAL BEHAVIOR

In P6 Web, after clicking the Apply Actuals option, no window appears.
After trying several times, it appeared once, but it only showed the headers and no data.

Database collation MODERN_SPANISH_CI_AS and server language set to SPANISH

ERROR

com.primavera.bo.base.DBEngineException: DBEngine.executeSelect() error while executing: {SELECT projprop.proj_id ProjectId,projprop.prop_name ProjPropType,projprop.prop_value PropValue FROM projprop WHERE projprop.prop_name = 'apply_actuals' AND (())}
  --Incorrect syntax near ')'.

EXPECTED BEHAVIOR

After clicking the Apply Actuals button, the Apply Actuals window pops up with project data and works correctly.

STEPS

The issue can be reproduced at will with the following steps:

1. Login to P6 Web
2. Go to Projects > EPS Page
3. Open a Project
4. Go to Activities page
5. Go to Actions > Apply Actuals
6. Notice window either doesn't appear or appears with headers and no data
