On : 12.0.0.3.0 version, CM

ACTUAL BEHAVIOR
---------------
With config_cache_refresh_interval enabled to check for /config updates periodically to refresh the cache of a running CM, queries to check /config/provider_taxes updates are occurring much more frequently than configured - possibly every time taxation is requested in BRM.

 
EXPECTED BEHAVIOR
-----------------------
the cache refresh will check for new objects only on the configured (10 minute) schedule.
