Cycle Fees End Data Is Getting Rounded to Midnight

Symptoms
When a daily cycle-forward bundle is purchased on Aug 18, 2021 11 AM, the end date (/purchased_product.PIN_FLD_CYCLE_FEE_END_T) is getting rounded to midnight. The timestamp rounding is disabled under connection manager (cm) pin.conf in this case and hence it is not expected to be rounded.
