Expired Sessions Are Not Getting Cleaned Up Even After New Session Hit (Doc ID 2865794.1)

It is observed that the active session cleanup is not working even though a new session initiated after the expiration time of the old session, which caused stale sessions piling up.
With the current configuration, "asoCleanupOperationList="INITIATE,TERMINATE,CANCEL"", Elastic Charging Engine (ECE) failed to do cleanup when there is new request.
