Symptoms

On : 2.5.0.1.0 version

Creation of Damage Assessment (DA" on Event from within Event details sometimes changes work queue on event back.  This only seems to happen when the managed server has been restarted and the user first logs in.  After the first work queue update it doesn't happen again

The issue can be reproduced at will with the following steps:

1. Transfer an outage event impacting one customer to Hazard such as a PSO
2. Open event details and lock event
3. Go to damage assessment tab and create a new assessment. Because this is an outage event the damage assessment status defaults to "Open"
5. Enter a crew name in the required field
6. Save damage assessment. The work queue changes from HZ to DCC
