Poorly Performing Incremental View - HCD.V_ENC_CHARGE_F_INCR In OHF 8.2 (Doc ID 2866005.1)

Symptoms

ACTUAL BEHAVIOR

Customer noticed that after upgrading their Pre Production environment to OHF 8.2, HCD incremental view "HCD.V_ENC_CHARGE_F_INCR" shows a very slowly performance and the view never returns any records.  This issue did not occur prior to the upgrade. 

EXPECTED BEHAVIOR
-----------------------
Expected HCD incremental view "HCD.V_ENC_CHARGE_F_INCR" to return records within minutes. 

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Upgrade OHF from 8.0.1 to 8.2
2. Run HCD incremental ETL
3. The  doesn't complete to provide any records
