VWS Applications Fail to Start with Error "Unable to retrieve Domain Node details" (Doc ID 2866104.1)

Symptoms

On all versions of Oracle Communications Network Charging and Control (OCNCC or NCC) and Oracle Communications Convergent Charging Controller (OC3C or 3C), the beServer, beSync, and beGroveller processes on the Voucher [Wallet] Servers (VWS or VS) may not start due the following error:

Unable to retrieve Domain Node details

This will only be thrown if this is the first time the node is being started after installation or if the Charging Control Services (CCS) domain is created/recreated.
