Newsfeed Events Are Not Created For Cycle Forward Events During Signup

On : 12.0.0.4.0 version, Activity Opcodes
ACTUAL BEHAVIOR
---------------
User observing that while account creation, the newsfeed records for the initial cycle forward events were not getting created, but if user call the opcode PCM_OP_ACT_PROCESS_EVENTS again for the same cycle forward event, then they could see the newfeed records are getting created.
EXPECTED BEHAVIOR
-----------------------
newsfeed records/object should get created for the initial cycle forward events also.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
A. In pin_notify file add below line and loaded the same via "load_pin_notify pin_notify".
180 0 /event/billing/product/fee/cycle/cycle_forward_monthly
B. Restart the cm
C. Create a new account by purchase an package which is having Monthly Cycle Forward(MCF) event via Billing care.
D. Check the cm.pinlog for "op_act_process_events return flist"
