Usage Events Associated with /billinfos with EFFECTIVE_T in the Future (Doc ID 2866425.1)

Symptoms

When attempting to use PCM_OP_CUST_SET_BAL_GRP to connect a /balance_group object to a new /billinfo in the future (ie. EFFECTIVE_T is in the future), rated events are being associated with the future /billinfo before the EFFECTIVE_T date.  For example:

1. 15th Feb: Create a new account with Billing Day of Month (BDoM) set to the 26th, a service, and a /billinfo (A)
2. 27th Feb: Create a new /billinfo (B) and call PCM_OP_CUST_SET_BAL_GRP to connect the /balance_group to the new /billinfo on the 1st of Mar (ie. EFFECTIVE_T is in the future)
3. 28th Feb: Generate usage

The usage generated and rated on the 28th of Feb is being attached to the /bill associated with the future dated /billinfo (B).

It is expected that events prior to the 1st of March be attached to the /bill associated with the effective /billinfo (A) and events after 1st of March be attached to the /bill associated with the future /billinfo (B).
