Symptoms

On : 2.5.0.1.0 version, Adapters

RTDBAdapter needs ability to modify tags when changes are received from SCADA

When the SCADA system sends NMS a tag, it includes a comment field.

If this comment is changed, SCADA sends an update to the tag which LEC passes along to NMS via the scada_condition_in table.

An 'add' action cannot be used as it will be rejected as a duplicate based on the external id of the tag.

A new action (e.g. upd or mod) is needed to allow the tag comment to be modified in NMS.
