ECE Usage Scenario Behavior Is Incorrect As Per The Generic Selector Definition (Doc ID 2866928.1)

Symptoms

On Oracle Communications Elastic Charging Engine (ECE) 12.0.0.3.0 version, an account purchased a charge offer which includes usage charge for EventDelayedSessionTelcoGprs event based on a generic selector with following details:

It can be seen value of SGSN-MCC-MNC-3GPP (which is mapped to GPRS_INFO.PLMN_ID) is 99999 (which is not defined as per generic selector)

It can be seen diameterGateway is sending Multiple-Services-Credit-Control with no Granted quota and Result-Code=DIAMETER_SUCCESS

With GSU = 0, network don't terminate but it will come back immediately until there is a Final Unit Indicator(FUI), so it will continue and create unnecessary load on system.
