Switch plan gets NCG of 0 when device on request tab is removed from the model

Project can run into an issue where they were not able to find a switch plan when searching for it. Theu user could find the plan and load it from the related event, but the search would not find it when searched for the plan number. By looking at the plan, we can see that the Request tab has a pseudo alias in the Device field, and we can see that the NCG for the plan is 0. The last record we can see in the plan is related to update the plan for model changes. It seems that the device that the plan was associated to was removed from the model during a model build, and that set the NCG for the plan to 0. This prevented user from finding the plan when searching later.
