Party Id Already Exist Issue In UIM (Doc ID 2867197.1)

Party Id already exist issue in UIM. Orders are failing in production due to this error since orders are picking already used party id's instead of new from the sequence.
We have checked the sequence number in DB and it looks fine to us as number is unused and greater than max of current party id in UIM.

We have already tried below steps to resolve this issue but nothing helped.

1. Increased sequence value from DB and took a clean restart.
2. Server restart multiple times.

Note: Interestingly on multiple re-push orders are passed and party is created with latest sequence value as ID.
