Symptoms
When attempting to run a plan, the Memory Based Snapshot Worker fails with the following message:

APP-FND-01564: ORACLE error 24010 in send_task_msg
Cause: send_task_msg failed due to ORA-24010: QUEUE APPS.IN_IPC does not exist

STEPS

The issue can be reproduced at will with the following steps:
1. Login to Application.
2. Run Distribution Plan.
NAV: Distribution Planner (R) -> Distribution Plans -> Names - > Launch
3. See that the plan is failing.
