Checking In a Project Bypasses the User's Global Data Profile Permissions

Goal
When checking in a project, regardless of the User's privileges, it allows the User to import Global items from the checked out project to the checked in project which could be perceived to be a violation of the user's security privileges as all the security settings are bypassed. If a user's privileges are setup so that they are not able to create new Global items they can do it by checking a project out to a local database and then checking it back in.
Does Check-in permission override Global data Add/Edit/Delete permissions? Is this by design and considered expected functionality?
