Goal
When a local user like SYSUSER tries to login, the following error occurs:

The server has encountered a problem. Please contact your system administrator.
It works fine for LDAP users in the environment. How can we ensure the login works for both Local and LDAP/AD Users in our environment where we do not want local user accounts in AD?
