Symptoms
On : 2.4.0.1.18 and above
The ant build fails following manual migrations for 33992784 and 33951191 on file jconfig/ops/webswitching/xml/SwmanStepsHeader.xml
These manual migrations contain statements like this which refer to a &Timeout
When building the cesejb.ear, an error is received like this:

The issue can be reproduced at will with the following steps:
- Update to 2.4.0.1.18 or higher on the 2.4.0.1 release.
- Complete migrations
- run nms-install-config --java
- Note the error in the ant_build.log that was listed above
