The ant build fails following manual migrations for 33992784 and 33951191 on file jconfig/ops/webswitching/xml/SwmanStepsHeader.xml

These manual migrations contain statements like this which refer to a &Timeout

When building the cesejb.ear, an error is received like this:

processXML: started Mon May 09 07:47:19 CDT 2022
[processXML] Found XML entries to replace. Replacing 160 entries from
[processXML] ** Parsing Fatal Error **
[processXML] Line: 302, Col: 485
[processXML] URI: null/
[processXML] Message: The entity "Timeout" was referenced, but not declared.

The issue can be reproduced at will with the following steps:

  1. Update to or higher on the release.
  2. Complete migrations
  3. run nms-install-config --java
  4. Note the error in the ant_build.log that was listed above
