Smartsend Fails to Select the IP Address for the Local End of the Outbound Connections (Doc ID 2870185.1)

Symptoms

On: Oracle Communications Messaging Server 8.1.0.16

Post upgrade smartsend fails to select the IP address for the local end of the outbound connections.

This is a setup where the default IP address for the local end is not route-able. There is a requirement to use specific IP addresses for outbound connections. This results in multiple choices in which we don't always know which local address might be able to reach any given remote address.

While using smartsend to pick one -- in round-robin fashion (which has been working for a while), all the outbound connections are using the default local address after upgrading the server to 8.1.0.16, which can never work, so thus, nothing can be relayed.
