Unable to Start PSUB Service - Failed to Set the Role

Symptoms
- PSUB service can not be started . It returns the following error message:
Not able to startup the service on the local computer
- The PSUB process log file shows the following message:
Log filename=c:\\opapps\\oc\\45/log/rxcpsd_oc45db1_45_1.log
Connected to database.
ERROR:Failed to set the role. Exiting...
