PFT Allocation Rule With Credit and Debit and SQL Hint Enabled Fails With "Message String Too Long or Not Defined" Errors (Doc ID 2870687.1)

Symptoms

On PFT 8.1.1 after enabling Credit for PFT Allocation rule, the allocation fails with Message String Too Long errors. Currently trying to execute few rules passing SQL Hints as they are working against billions of records.
Everything was running fine with hints till when only debits were posted, however, as soon as the credits were configured, the rules started failing giving the following error:

Module Logging OFS errors: (203105) Message String Too Long or Not Defined


If the merge statement is run by itself, it runs successfully and generates correct outputs.
Also, if the hints are trimmed or removed (update DML_HINT to take out APPEND and the spaces surrounding it), the rule completes successfully. This seems to be a bug resulting from a size overrun on some buffer that is used internally.

The issue can be reproduced at will with the following steps:
1. Run allocation on custom Management Ledger table with only Debit
2. Add DML_HINT
3. Update allocation to run with Credit

==> error occurs
