Performance Issue Running Incremental View - V_BILL_LINE_FC_INCR After OHF 8.2 Upgrade (Doc ID 2872102.1)

Symptoms

ACTUAL BEHAVIOR
---------------
After upgrading to OHF 8.2, HCD incremental view "V_BILL_LINE_FC_INCR" shows a very slow performance. Before the upgrade which used run 16 minutes average in OHF version 8.0.1, now it is taking 74 minutes. 

EXPECTED BEHAVIOR
-----------------------
Expect Incremental View V_BILL_LINE_FC_INCR to run at list within 16 minutes average as in OHF version 8.0.1.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Upgrade to OHF 8.2
2. Run incremental View ETL
3. The view took 74 minutes to run completely
