Unable To Create Service Profile Effective With Some Specific Date

Information in this document applies to any platform.
While trying to create service profile on a specific date via RESTAPI, it is always taking SYSDATE as effective date.
Date should be flexible as per input value.instead of sysdate.
Steps to reproduce:
1. Call the RESTAPI and see the effectivedate of the newly created service profile.
