User Groups with users who do not have access to record still added as Approver & Observer

In Agile 9.3.6.9 RUP, if a member of a user group did not have privilege to discover the record, you could not send them the record. If the record was a change, they were unable to be added to the review status as an approver & observer.

Since upgrading to Agile 9.3.6.18 RUP system is NOT removing the user groups where some users do not have Discovery of the Change. This is generating blank emails and LOTS of confusion.

EXPECTED BEHAVIOR
Expect Agile 9.3.6.18 to keep the same functionality as Agile 9.3.6.9 in regards to User Groups with users who do not have have discover privilege to a change record to not be added to the review status as an approver or observer.

The issue can be reproduced at will with the following steps:
1. Apply Agile 9.3.6.18 RUP
2. Login to webclient
3. Navigate to Change Request
4. Click on Workflow Tab
5. Member of a user group that does not have discover privilege to a change record was added to the review status as an approver or observer
