Accounts are not falling under the correct queue (Doc ID 2876552.1)

Symptoms

ACTUAL BEHAVIOR
---------------
Account was originally in the Delinquent queue, but an update was and account should have been removed from the delinquent queue and moved to the normal CTD queue.

EXPECTED BEHAVIOR
-----------------------
Account should be moved to correct queue based on the current balance. 

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Move an account to CTD/YTD Research account - Delinquent condition
2. Next Day move the account out of delinquency
3. Check the Account condition whether the delinquent condition is removed
