User Should Be Able To "Void" The Account In "Pending" Status By Posting "Rescission Acc Txn" (Doc ID 2877065.1)

Symptoms

ACTUAL BEHAVIOR
---------------------------
Not able to "Void" the account by posting "Rescission Acc Txn". Account created using AOB request with "Pending" status.  

Issue : Transaction errored out "FUN_3 transaction" not allowed to be posted for responsibility "Superuser".

Funding transaction are system transaction and it is defined as manual - N. Which user cannot change.

Workaround (seed data for one of the txn FUN_1) resolved the issue. Need permanent solution

EXPECTED BEHAVIOR

System should post Rescission account transaction for IUN_3 without error

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create an account in "Pending" status using AOB WS. Ensure AOB request has itemization details available (For e.g. IUN_1,2,3,4 etc).
2. To Void a "Pending" status account, post transaction "Rescission Account"
3. Go to Customer Service ->Maintenance and post "Rescission Account" transaction
