Unable To Create Hierarchy When Accounts Are In Different Schema (Doc ID 2877072.1)

Symptoms

On Oracle Communications Billing and Revenue Management, cross schema account hierarchy is failing with below error in Billing Care. It is working only if both the accounts present in same schema.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create an Parent account P1 in schema1.

2. Create an Child account C1 in schema2:

3. Open Parent account P1 in Billing Care created in schema1,  and
Click -> Actions -> Hierarchy

4. Click on "Add children", Search "0.0.0.2-<POID>" C1 account. After clicking on "Add to hierarchy" button, its prompting error message "Unable to move account to hierarchy" in Billing Care UI and also see error in cm.pinlog
