CTA On Multiple Pending Configurations

Goal
Recently as reported one of the must to have requirement is multiple pending service configurations associated with parallel OSM SOM orders.
To visualize the requirement consider 2 change orders on a given service with SCV2 & SCV3.
- Where SCV2 is an ongoing modification order (stuck in OSM TOM layer for shipping for example) with an in-progress configuration in UIM. This order will take a longer duration to complete.
- Whereas another maintenance order SCV3(change TV package for example) needs to be fulfilled.
- While 2 BIs can be captured and processed in UIM, CTA (and consequently TOM orders) cannot take place for both of them.
- Because for CTA to take place SCV has to be in approve, issue state. But UIM doesn’t allow approve / issue of a later version (SCV3) if an earlier version (SCV2) is in progress.
This limitation in UIM is a real problem for SNO as it prevents parallel TOM fulfillment.
