ACTUAL BEHAVIOR

Application Update Web Service Issue - Request Details and Existing Applicant SSN data issue

Following Issue exist with Application update Web Service:

1. When Application Update Web Serviceis used to add new applicant ( e.g. Relationship type Spouse) to existing application, then SSN for Primary applicant is getting updated to 000000000 ( even though not passed in Web Service request)

2. Even though Request details not provided as part of Web Service call, system is updating existing data fields to 0.

EXPECTED BEHAVIOR
-----------------------
System should not update primary applicant SSN to 000000000 while adding the new applicant.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create an initial application with single applicant i.e. "Primary Applicant" via Application create Web Service.
2. Use Application Update Web Service (as per sample provided) to update existing applicant detail and to add a new applicant details i.e. Relationship Type - Spouse to existing application created in step 1.

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot add new applicant in he existing application since primary applicant SSN getting updated to 000000000 .
